Objectives of the Position:
Main Tasks:
• Country Customs Service CaretakerResponsible for assigned countries (legal entities) customs process, protocols and requirements which will ensure license to operate. Work closely and with guidance from hub customs operations, country supply chain service caretaker and regional customs and supply chain community
• Customs preferences and rules of origin:To collaborate with customs counterparts including hub preferential management team in ensuring legal entities eligibility for preferential treatment exemptions. This including joint issue / dispute resolution and bridging communication with local authorities
• Trade Control Operations:Support to executive trade control for inbound and outbound deliveries ensuring that trade control relevant regulations are operationally considered obtaining licenses and other documents from authorities and customers
• Customs Procedures:Support to optimizing and monitoring customs duty payments through applicable customs procedures be it duty suspension schemes or duty drawback procedures. Support to optimizing and monitoring duty payments.
• Custom Broker ManagementProvide service level requirements for customs brokerage activities. To monitor performance of customs brokers in lieu with service requirements and review & request reporting as provided by customs brokers
• Customs classificationTo collaborate with hub classification team for new/changes of HS tariff code and support custom dispute, communication with Business units when any impact to the business. To provide advice for related custom enquiry/ information update pertaining classification topics
• General Customs Activities:Respond to and manage audit activities, Provide requested information by competent authorities. Advise and train internal partners about all operational foreign trade aspects.
• Quality management, Governmental regulation, ISO & EHS adherenceEnsure all the related service, process and documentation is in compliance with government & country-specific legal laws and regulations.
Minimum Education and Qualification Required for the Position:
• Education: Degree or above in international trade, logistics, supply chain or business management. Advanced diploma to be considered for candidates with more years of experience in customs and international trade.
• Working Experience:
- Min 5-6 years work experience in the customs and international trade position- Process compliance with customs offices for Malaysia and Singapore- Hands on experience and expertise for custom topics for MY & SG, with related to preferential management, LMW, Custom procedures and formalities, MITI, Free Zone and bonded warehouse, duty/tax topics to ensure compliances, business continuity and duty optimization.- Must understand the customs process, protocols and requirements which will ensure license to operate.- Participation in customs / industry association added advantage to ensure customs changes, updates is being updated to management and be able to act pro-actively- Working experience in chemical industry preferred though not mandatory
• Technical & Professional Knowledge:
- Good communication skill in order to explain BASF business process with the custom authorities, MITI and related governance, to understand the compliance requirements from authorities, possess intercultural competence and exposure to regional / global customs community,- Proficient in MS Excel, Word and PowerPoint; Expertise in customs laws and regulation incl. preferential treatment preferred; Experience in SAP or any ERP preferred.
